    You seem to understand that the code of the game can be manipulated to of a change in probability in the flipping of a coin.

    Dragonite ex really isn't that bad, its attack only has a 50% of hitting at full power but that can be modified with trainer cards to more like a 75% chance of hitting. plus his retreat cost is only two, so it gets dicey then you can get out fairly easily, and if you have rare candy it will only take two turns to fight full power head on, that only makes it worth it. having your pokemon up even one turn before your opponent can give you the edge you need to win.
