Electivire ex VS Mega Chandelure ex
I was playing Electivire ex with a Heavy Baton tool attached, and I had a Latias ex on the bench. I was knocked out by my opponent's Mega Chandelure ex with 380 damage, where the attack did consider my pokemon's retreat cost. However, the Heavy Baton did not consider my Pokemon's retreat cost by not moving my attached basic energy to a pokemon to my bench. Is this a bug, or is it a ruling difference, because the wording is contradictory if so.

Was jamming tower in play? Latias wouldn't do anything here because that only affects basic pokemon.
