Why did Caterpie not faint?
Just got off a match where my opponent went first, had Caterpie (with Quick Growth ability) in active spot and nothing on their bench. I had Hoopa EX in my active with Deceptive Needle attached. I go for my Shadow Bullet attack to deal 30 damage to Caterpie and then Deceptive Needle goes into effect to deal 10 totaling 40 damage on Caterpie for the turn leaving Caterpie with 0/40 HP. Instead of knocking it out and winning the game, Caterpie’s Quick Growth ability triggers and evolves into Metapod. Why did Caterpie not faint and is this a bug?

It is not a bug... the 10 damage from Deceptive Needle and Caterpie's Quick Growth ability both trigger at the same time during the end of turn phase... and because the game resolves all effects before checking for a KO, Caterpie does evolve to Metapod before.
Since damage carries over and Metapod has more HP it survives the turn... if the attack itself had done 40 damage tho, it would have been knocked out, but the KO rules allow this to happen.
