Pikachu ex resolute heart not working on Alakazam's powerfull hand?

just played a game were my pikachu's resolute heart did not kick inn after alakazam used powerfull hand. twice in a row :(

is this a bug?

  Resolute heart can only activate when Pikachu is knocked out be damage from an attack. Alakazam places damage counters, which is not considered an effect of an attack, which pikachu can't protect itself from.
