It's one thing to propose the type. The next step is the stat spread. Each Eevolution has 130 in one stat, 110 in the next one and then 95 in the third. Their weakest traits get 65(two of them) and 60 is relegated to their weakest stat.
For Flying I think the following would be prudent
HP: 65, Attack: 130, Defense: 65, Special Attack: 60, Special Defense: 95, Speed: 110
Fast Physical attacker
For Dragon:
HP: 95, Attack: 60, Defense: 65, Special Attack, 130, Special Defense: 65, Speed: 110
Fast Special Attacker that is rather frail for a Dragon. It does have some Bulk to absorb a hit but the defense isn't that great to where the bulk may have no effect.
