You're not Loreborne. Coming up with plans requires planning and study. You both have -1 knowledge and +1 Presence but he has better Instincts. In other words he has the mental fortitude to lead.
Plus if you watch the series from ages ago, there are times when Pinky made more sense or has better ideas than the Brain. Basically being so dumb it's brilliant.

Okay wait another thing to point out
Catsuki is the one that was in charge for our little night of fun
They planned the escape!
Granted, Zero saved our rears, but that's where my point comes in!
We both have our own strengths so it honestly kind of depends on the situation that determines who takes charge

Perhaps Pinky(Catsuki) can inexplicably save Brain(Zero) from time to time but I did the song over how it'd sound. Which is easier to repeat 8 or 9 times in a song: Catsuki or Zero. Rest my case.
