Unable to use Trekking Shoes with two cards left in deck

I recently lost a match in which I had two cards left in my deck, both of which I knew and either of which would have secured a win. I had a Trekking Shoes in hand, which could have gotten either card, but the game wouldn't allow me to play it. I understand why I might not be able to use a Trekking Shoes with only one card left in the deck, as I wouldn't be able to discard and draw a new card if I didn't like the first, but I had two cards left, so I could have executed every part of the card's instructions, and the game still wouldn't let me play it.

Is this a bug, or have I missed some part of the rules? Potentially relevant: I also had a Gutsy Pickaxe in hand, and the game wouldn't let me play that card either.

    There wasn't any item lock situation in play, was there? Like, a banette using Everlasting Darkness, or if you were playing expanded a Vileplume with irritating pollen in play? That is the only solution I can think of. Otherwise it is a bug.
