Strict control with perfect (but not good) peace
Team Rocket has already destroyed all that had the power to oppose them and other citizens are too scared to step up
Giovanni's face is plastered to every wall possible and statues of him and his Persian are everywhere
Society no longer has joy as he forces them to work for him in places like mines or catching Pokémon for him to sell
I picture that Giovanni would have industrialized everything, creating a sleek modern look but also more pollution
However, I don't think he's capable of a world take over without help, so I'm assuming he only has Kanto and Johto under his control
He would keep the news of his take over hidden from other regions so that people like Cynthia and Leon don't come stop him
Jessie, James, abs Meowth would have never (or not needed to anymore) focused on catching Pikachu, being the successful evil trio they are and be very highly ranked, having much power in this New World
