In Pokemon GO, why isn't my buddy gaining hearts for walking?

Earlier today I went on a 8km bike ride, one slow enough to not trigger the going too fast notification in GO. My eggs were hatching and my buddy was picking up candy, yet my buddy didn't gain hearts for walking. Why is this? Is the speed cap for buddies picking up candy and the speed cap for gaining hearts different?

    Every 2km you walk with your buddy when they have been fully fed (with one poffin or 3 berries) you’ll earn a heart. Have you fed them? If not thats why.

    Your buddy also has to be out on the field. Feed it berries or a poffin, and it’ll join you.
