What is each region's best starter based on design?
Kanto: All three are pretty basic, but I'll go Venusaur for it. Has a bit more complexity and depth than the other two.
Johto: Same as above with all three basic but the Grass type (this time Meganium) being just a bit more interesting.
Hoenn: Hmm… I can immediately rule out Swampert. I don't see anything design interesting or a story to its design. I think I'll say Blaziken, since its name means fire fist and it looks cool. Sceptile is close second, though.
Sinnoh: Empleon is like Swampert to me. The other two, though, are both really good designs. I think Infernape and Torraterra tie.
Unova: As much as I hate to say it, Emboar is best based on design. Especially after getting a Mega that further plays into said design.
Kalos: Chesnaught wouldn't have even been considered for me if it weren't for its Mega. I never knew what Chesnaught was supposed to be based on! It doesn't win, though. Greninja, while it does look cool, is pretty simple and basic with not much thought behind it. Delphox wins this one.
Alola: All three tie. Mmm… Well, no. Decidueye and Primarina tie. Incinaroar is barely behind them.
Galar: These three definitely tie! All three have really cool designs! If I had to pick one, though, I think I would go Inteleon, but honestly I feel like that's wrong. All three are great.
Paldea: While I do love Meowscrada, I feel like its design is way too random. I may be wrong, but it doesn't really match the region. Skeledirge and Quaquaval do, though. I think the two tie in terms of design, but if I let my bias have a say then Quaquaval wins.

Kanto: Hmm… actually I've always kind of liked Blastoise's design, even though I like Venusaur better.
Johto: Meganium, probably
Hoenn: Sceptile, I think
Sinnoh: Empoleon or Torterra. Empoleon for its steel blade-wings and Torterra for… looking like a chunk of earth.
Unova: Serperior maybe? I'd say samurott but it deviated from its previous evolutions weirdly
Kalos: If we add their Megas, I think Chesnaught. Otherwise, Delphox
Alola: Decidueye has a simple but good design, but Primarina has an extravagant and beautiful design. Depends.
Galar: CINDERACE
Hisui: I think Hisuian Decidueye takes it
Paldea: I think Meowscarada for its mask.
Z-A: Mega Meganium wins for the flower necklace and addition of the fairy type1 -
Does anybody else really love Torrocats design and hate Incineroar's design? I think if Incineroar had stayed more like a cat and along the lines of Torrocat he honestly might've topped Cinderace for my favorite Pokémon.

I'm going to rate the designs based on how much I personally like them, which is usually slightly different from my actual opinion on the starters.
- By a small margin, Blastoise has the coolest design. They're all pretty closely tied. With Megas it becomes an easy choice. Venusaur, then Blastoise, then Charizard.
- Meganium wins, Typhlosion is second and Feraligatr is last. I like its simple, elegant yet powerful-seeming design. If we include Megas, the ratings don't change at all, Meganium just gets better and Feraligatr gets worse
- Swampert!! It looks so huggable and formidable. Sceptile's feels bland and Blaziken's is decent. If you consider Megas, Swampert is still the coolest, but Sceptile and Blaziken are closely matched, both good. I like Mega Sceptile's Christmas tree tail and Mega Blaziken's fire things, but it's not enough to beat the huggable and formidable duality of Swampert's design that just gets enhanced in Mega Evolution.
- Torterra and Infernape tie. As much as I wanted to just say Torterra, I have to admit Infernape has an equally cool design with a cool inspiration.
- I'm biased towards Serperior thanks to having a partner Snivy in PMDGTI, but Emboar does have a cool design too, along with a cool Mega. Samurott looks goofy.
- Greninja is boring, Chesnaught is OK, Delphox is the pinnacle of character design. With Megas, Greninia gets even worse since it changes almost nothing and just flips itself vertically, Chesnaught becomes cool and I love its cape, and Delphox somehow metaphorically surpasses the pinnacle and goes to space.
- Primarina and Incineroar tie. I like Incineroar's wrestling heel thing and Primarina just has a really good design.
- Cinderace or Rillaboom. Which is a funny answer coming from someone whose favourite Galar starter line is Sobble.
- Quaquaval. Easily. Skeledirge and Meowscarada are still close behind
- If we're including Hisui, it's easily Typhlosion. Decidueye is cool but not enough to beat Typhlosion and Samurott still looks goofy.
