I'll be an assistant of Mangrove. Some things that I might do: show up to rate a poke dex, hand out useful training tips for a certain pokemon, remind about which path to take in a fork in the road to encounter a rare Pokemon, or say something like,"In my time of studies I have found out that giving your pokemon [this berry] could be useful against wild Pokemon in the area."

I don't know what "first come serve" means...
You can talk to @PokeMom244 and @Tacolaser about making Chapter 3, but I've worked with both of them before and they are pretty reliable
