Rocket's Mewtwo Erasure Ball energy discard

When using Team Rocket's Mewtwo' Erasure Ball, discarding a Rocket's energy from a benched Pokemon results in only a +60 damage boost instead of +120. I've had multiple judges tell me discarding a Rocket's energy should result in a +120 damage boost since the attack says "You may discard up to 2 energy," not 2 energy *cards.* If I discard a rocket's energy, I would then not be able to discard any more energy for the same reason (Rockets energy provides 2 energy).

You may discard up to 2 Energy from your Benched Pokémon. This attack does 60 more damage for each card you discarded in this way.

    Pokémon ex rule

When your Pokémon ex is Knocked Out, your opponent takes 2 Prize cards.

Discarding a specific amount of energy is really weird. You can choose to discard each energy from cards like rocket's energy seperately - you only have to use the effect to discard one of the two energies provided by rockets energy, and then the other one is automatically discarded seperately without contributing to the 2 discard limit.
