Ho-oh is in the game but you cannot use it (Only summon to get Dex entry)
I think a future event (we can Riot about like Q2) should give Blueprints for the Bell Tower and Whirl Islands and you can get Ho-oh and Lugia from them
They would have Liter (Ho-oh Litters Rainbow Fethers and Lugia Litters Silver Fethers) And…
Ho-oh would have Live Give
Restores Dead Grass and Grows Plants, and can summon Clear Weather Additionally it gets stronger is Raikou Entei and Suicune is nearby
Lugia would have Rainy Storm
Restores Dead Grass and Grows Plants, and can summon Rain, Additionally it gets stronger if Articuno Zapdos and Moltres are Nearby
