Gyarados didn’t have a Flying type move in Gen 1 and doesn’t in Gen 3(afaik). Frankly you don’t pick Gyarados for Flying type attacks. You pick it because it learns Dragon Dance and hits like a Physical truck. The problem is that the 125 Attack stat is only utilized by Normal, Ground, Flying(if it learned any), Ghost, Poison, Bug, Fighting, Rock and Steel. The rest are all Special types, including Water that utilizes it’s pitiful 60 Special Attack(was 100 in Gen 1 so it was great from the start and Bite was a Normal type move). It’s saving grace though is that against the Diglett in Diglett Cave, it’s immune to their Dig attack so Gyarados can train on them rather easily while gaining valuable Speed EV’s. Drowzee is a solid Psychic type and while Ndoking doesn’t know a Ground type move, just having immunity is all you need because Raichu isn’t that great on Physical side(defensively). Against Magnemite, Char can melt it(part Steel) and Voltorb is weak Physically(strong Physical attack should KO it).

Yeah well you can’t. Char can when it evolves though.
