He got the Old Rod. Old Rod is in Vermilion and only catches Magikarp. You can completely bypass the need for Old Rod if you buy Magikarp from the Salesman in the Pokémon Center on Route 3. That Salesman was depicted in the Anime with James getting "swindled" by him, even though Magikarp evolves into Gyarados with enough grinding. The Good Rod is in Fuchsia while the Super Rod(which is what you want) is on Route 12.
