He's able to avoid it you see him jump into the water quickly swimming away its now your turn

your movement is not a very limited resource you can move 6 tiles per turn if you don't wan't to wate any speed

He's a few tiles above you in the water. You can move next to him to do a melee strike but given he's in a body of water, I'm not sure you can get in close to make it given you're a Fire Type and lack a Cap of Water Breathing to follow.

Just a question: Can I use Sorcerous Burst on the Water to electrocute the Frog?
