Is this even legal? Could I report this player?

I battled one player and he attacked me with "A card". The card is face down so I don't know what pokemon is it and the battle log shows only "A card". How to report this?

    Isn't about the player, it's a known game glitch loading the cards, usually happens more often with lower end devices or bad internet connection.
