Not as of yet, but that might change.
And it should. If they had money coming in from this they might actually bother to make a halfway decent game.

I asked support about Champions Festival which recently got a new printing for the standard format.
For why players cannot craft the card, the response was
Worlds promo cards are not able to be crafted in TCGL.
In order to obtain the card, players would need to redeem the code that was provided on site at the event.
All you need to do to get a playset of this card is to qualify for worlds four times.

@TPCi_CursedSoup could you explain why we're unable to craft a card such as Champions Festival even though it's standard legal?
There's no way to get hold of it other than having one out of a few hundred code cards that were distributed.
This isn't a variant of an existing card - such as a league promo - it's the only version of that card. Same logic applies to cards such as Tropical Beach.

A minor correction. You only need to qualify for worlds once.
The Worlds welcome kit codes grant 4x copies of that years' promo card.
As stated previously promos from Worlds (including Tropical Beach promos from Worlds 2011 and 2012) can only be obtained in TCGL via code redemption or TCGO account migration.
We'll pass along your concerns about the limited availability of those cards to the TCGL dev team.
