Was Scizor attack "Punishing scissors" nerfed?

Hello. The attack says I should be doing an additional 50 damage for every pokemon my opponent has in play that has an ability and when I attack the damage doesn't add up correctly.

Is there a glitch? Was the card nerfed? I should be cracking my opponents hard and barely any damage is being done. Am I missing something?

The card hasn't been nerfed (if they had changed the effect there would be an errata issued, and they would change the card's text to match) but there might have been a card in play that turned off abilities, like Path to the Peak.
