turtwig because chimchar on fist gym would be a bad decision piplup on second gym would also be a bad decision turtwig could beat rock and grotle water with no weakness of the other two it would be strong as torterra with the additional ground type against the steel and electric but doesn’t gain that type before the 3rd gym making it nutreul and by the time you get to ice you will have other Pokemon but from an early game perspective turtwig is the best choice
