Yeah, that's legal. Genome Hacking copies Mimikyu's attack, Ghost Eye, and places the damage counters instead of doing damage directly. It's meant to happen that way.

Not a bug.
"Ghost Eye" places damage counters, while "Safeguard" prevents damage. Placing damage is not the same as doing damage, so Mew ex can place damage counters on Mimikyu. (May seem strange, but that's the way it is)

It's not an exploit. It's just how the game rules work.

At any rate, I’ve found most players caught off guard thinking Mimikyu in active is safe against all V and ex. It’s a nice manuever

shadow rider and mew v max also damage mimikyu, although they are rotating out
