New Player tips for improvement?

I only started playing this game recently so I really have no clue much about what's good to have, I just used one of the decks available at the start and gave it a few tweaks to what felt nicer to use. I quickly climbed to the pichu rank over the past couple days (I have no idea if thats any good or not lol) but still feel like theres a lot i have to learn about card synergies and deck building. Any help with my deck/tips in general would be much appreciated

    This is definitely a good start, you've got a coherent strategy and good cards which is super refreshing to see from a new player. The big issue is that you're trying to run two clashing decks in one, which technically can work but will hurt your consistency. The deck is also a little outdated but that's the fault of the game and not you.

    Swim Freely is a single prize deck, and you'll generally be taking 2HKOs especially against the high HP Stage 2 ex-es. Because of that you don't really want to be running something like Palkia, since your opponent can use Boss' Orders to gust it up and knock it out giving them two free prizes and leaving you with none. A better approach would be to either build a full single prize Swim Freely rogue deck, or to pair Palkia with a stronger Pokemon that can give you a better prize trade like Chien-Pao ex.

    You've kind of spread your deck thin across multiple attackers, you've only got a 1-1 line of Dewgong for example so you'll struggle to get it out when you need it. Also while I don't think Kingdra is a very good card, if you want to go the route of using Stage 2s in the future you should definitely run Rare Candy.

    I think the best Swim Freely attacker right now is Seaking from 151, which sort of functions like a budget Chien-Pao. Here's a pretty basic list:
