Fix MM and reporting system

What is the point of a reporting system and matchmaking if both are broken. Just had an attacker in Master do 0 kills and 0 assists yet I’m still gonna lose points because it doesn’t matter if you report that behavior nothing happens. Had a person literally stop playing at the start of the game and purposely throw the match earlier this morning but still nothing happens.
