About the spawn of pokemon at pokestop

Hi, I realize that there are some pokestop that has no pokemon appear there but there are some with lot of pokemons around its, can I ask about the algorithm of the spawn and how can I improve the spawn of pokemon without using lure

Have more people spin the pokestop and scan it. This will tell Pokémon go that lots of ppl play there so more Pokémon will spawn. Also the more people that live in the area, the more spawns it will get.
