The short answer: no.
The long answer: TPCi more than likely did research on what online distributors were best for Live and decided that releasing the desktop app themselves whilst Apple’s App Store and the Google Play Store handle the game’s iOS and Android releases.
It’s also worth mentioning that, since you mentioned in past posts you’ve made here, the main reason behind making these kinds of “release Live on digital distributions stores like Steam and the Epic Games Store is because you want Russian players to have an easier time accessing the game. Well I hate to be the bearer of bad news but the Pokémon TCG in general hasn’t been supported or distributed in Russia since 2018 and I doubt TPCi (and Nintendo since their Russian branch made the initial announcement) would support bringing the game there in the near future.
