Weepinbell Mucus not working

When I click YES on the YES/NO prompt after evolving (from hand) a bellsprout into a weepinbell 002/163 with the dangerous mucus ability it doens't apply the burn and poison half of the time and it functions as if I clicked NO. Tested in a few matches, seems to happen at random moments. Whats going on?😯
