Zacian nerfs are unfair

How come leafeon, and even bear can use charge attacks in combat? Zacian cannot be attacked while charging sword or it doesn't charge .

You will see damage more then half now now because other pokemon get boosted attacks just by attacking and it doesn't have to be charged nor cost coins
