I've seen people make it work, but i do think having two stage 2s in a single deck can potentially cause problems since you want rare candies for both. Evolving pidgeot first is probably the best move if you run it since that makes it easier to just grab a card when you need it in following turns. I've noticed that decks running both also often have celebrations mew to help get to rare candies faster.

Charizard ex + Pidgeot ex is a surprisingly powerful deck because its Pokemon have high HP and fantastic Abilities. The deck's weakness is that it's super-reliant upon finding Rare Candy within the first two turns of the game, so coming up with a plan to search out Rare Candy is very important.

I saw a promising decklist on TcgPlayer with a 4-2-4 line of Charizard, 3-0-2 Pidgeot, 4 Rare Candy, and a 2-2 line of Arceus VSTAR. The goal is to use Arceus VSTAR's Ability to search for Pidgeot ex and Rare Candy together, then use Pidgeot's Ability to set up Charizard, then win from there.

Arceus V and VSTAR are kind of expensive, so if you want a budget alternative you could swap those out for 1 Radiant Greninja, 1 Lumineon V, and 2 Irida. The strategy is the same: use Rare Candy to play Pidgeot, then use Pidgeot's Ability to rush out Charizard ex. It's a solid strategy that should perform well on ladder.

I second everything nightblitz says above. I’ve been running Arceus and pidgeot in my char ex and it works pretty well. I do run one charmeleon but I’ve never actually used it in the games I’ve played. I’ve also played around with various basic Vs to take advantage of Arceus’ energy retrieval, in case I’m having trouble getting a charizard setup
