Roseanne's Backup is kind of a weird card, but I was wondering if it has potential as a one-of in Gardevoir ex decks, possibly replacing Worker, because while Worker discards a Stadium, Roseanne's Backup can recycle a Stadium to replace an existing one, which is about the same thing as Worker, and Roseanne's Backup can also recycle a Pokémon, a Reversal Energy, and a Tool like Choice Belt or a Seal Stone in addition to the Stadium. Sure, it doesn't draw you three cards, but a second play involving Reversal Energy could be quite good.

Roseanne's Backup could work to get stadiums from your discard, but the problem is that it shuffles them into your deck. After using it, you may need several draws and luck to get into the stadium you have shuffled, and you can't use supporters like Prof. Research or Iono the same turn because Roseanne is a supporter. I think worker is much consistent to discard stadiums, and draws 3 cards, which is nice.

How will you get the Stadium out of your deck? What if you don't have a Stadium in the discard in the first place? What if you just need to draw? What if you just played your own collapsed and want to immediately bump it to make room for another Pokémon?

It's not a replacement for Worker unless you're at the very bottom of your deck. Also, if you're able to use Reversal Energy twice you're probably struggling.

Those are good points, thanks! It's true, grabbing it from the deck would be quite difficult. The Collapsed play is also a great point. Thank you!
