Which Wooper form is the best one?

Wooper is the best pokemon and this isn't up for debate BUT I'm curious what everyone's thoughts are on Johto Wooper and Paldean Wooper.
Which one is better? Whether we're talking about the design or how useful it is competitively, I'd love to hear everyone's opinions on the little buddy.
(also bonus points if you can give me a viable build to use a wooper in actual vgc competitions)
