Is anyone else having issues with their turn timer starting at like 8 seconds?

I normally play on my phone but today I downloaded Live on my pc and everytime I play a match my timer starts to go when my opponent is setting up the board.

I am having the same issues. I would never even be able to play my turn in my gaames.
