    It's a glitch related to the server and your system clock.

    The real action timer is exactly 45 seconds, if you get less is because of a bug.

    I got a glitch in my first ranked battle vs Fusion strike+ origin Palkia

    I swore it was 10 seconds

    how do we fix the issue with the server and system time? I play on my android phone and i had like 5 seconds before it ended my turn and after a couple of turns made me forfeit the game because I was "unresponsive" for too long.
