The move "Upper Hand" needs a hand

This morning I was building a team on pokemon champions centered around Mega Heracross (because Bois is my favorite character in Legends Z-A,) and wanted some good priority moves. Upper hand is one such priority move. It's 65 base power with +3 priority. It causes the opponent to flinch as well, but fails if the target isn't using a priority move. Pretty cool right? Situational, but it completely stops priority moves. The only problem is that the most dominant priority move across the board is Fake Out, which is in the same priority bracket! Upper hand is useless against Fake Out unless you're faster than the opposing pokemon (which takes away the purpose of priority in my opinion!) I propose making Upper Hand +4 priority, which does put it in the same priority tier as Protection moves, but upper Hand would fail against those anyways because they're non-damaging. Thank you for reading!
