Possible Bug Tool Jammer

I was testing a deck with cards I don't have yet, and when my active pokémon was equipped with Tool Jammer, it didn't nullify the effect of Air Ballon from the opponent's active pokémon. Is this a bug or does the Tool Jammer really not nullify the Air Ballon effect?
