Damage from Team Rocket's Golbat Sneaky Bite not proccing when used twice in a row.

I have Mega Starmie in the active and 2 Team Rocket's Zubat on the bench. The opponent has an 80 HP Kakuna on the bench. I evolve both Zubat to deal 40 damage to Kakuna, then use Jetting Blow for the KO on the benched Kakuna. However, the Kakuna is not KO'd, it instead survives with 70 HP and is able to move to the active and evolve next turn despite taking 90 damage. I have a screenshot proving that I did in fact apply 40 damage counters to the Kakuna with Sneaky Bite.

    Sneaky bite not happening doesn't explain why it had 70 hp left… this just sounds like the kakuna had a hero's cape attatched.
