Cloud island no rain/ no Kyorge- Pokopia.

we are building a 7x7 cloud island and we are to the point where it time to summon kyorge and pokemon that summon in rain, I have tried everything rain dance habitat, I have created massive waterfalls and lakes, 10 bigger then what I did the in story mode. Multiple water basins, fountains, flowers, damp rocks. The dry area is completely flooded/lush green, there is no more mud on the island. When I have slowpoke follow and ask him to yawn it’s always zero. Any body find a fix for this or am I cooked.

    I am having this issue as well, did you get him to spawn yet?
