Walmart lets people buy 5x of each product. 2 should be enough and will allow 2.5 times as many parents to get product for their kids.
This limit is used in their horrible online system that few humans score on, and in store. Scalpers clear the shelves in minutes with a 5x limit and online they get the bulk of product with bots.
Pokemon cards are hugely successful. If a retail partner wants to sell product, you should be able to demand that they follow rules that make things better for the fans or not get product. Requiring stricter limits and protection against bots and scalpers is needed.
Target lets people buy 2 per item in store but online they let you buy 2 and then buy 2 again. The big issue there is once the first sale is made online, the second one is easier. I spent 25 minutes at 4AM trying to buy 1 ETB and lots of people were able to get 4 because they got lucky and then double lucky. Its luck and network connection. Target shouldn't allow someone to get 4 of an item they only have 25k of when there are over 100k people trying to buy them. Use your power to demand a better experience for your customers.
