I was playing against another guy and he was able to attack with the Lillie's Clefairy ex at the same turn it entered on the field, I even exported the logs and took a screenshot. I just removed the original names from the log:

Player2 drew a card.
Player2 played Torchic to the Bench.
Player2 evolved Dunsparce to Dudunsparce on the Bench.
Player2 played Dudunsparce.

Blaziken's ability was used to give it a second energy. Other than that, there's nothing stopping a pokemon from immediately attacking.
