Accesing Hoenn desert without Go-Goggles

Yesterday in the afternoon, I got to the edge of the desert in the Hoenn region (this is my first time playing Ruby). It said that the sandstorm was vicious and I could not advance. Then, at 9:30 in the night, I could enter the desert with no problems. I arrived to the glass house and was given the bag to colect ashes. Well, today I can't do it anymore, at any time of the day. I looked it up on ****, and learned that I wasn't supposed to access it before, because I hadn't defeated Flannery and didn't have the Go-Goggles. Does anybody know what happened, if it was a glitch, for example?
