Zapdos discharge all the way?

I thought maybe that person got bugged by the game but every zapdos match is discharge all the way means he/she is abusing the bug. Picture shows 3 different match all discharge.

shouldn’t the skill be upgraded to electro ball? Isn’t it considered bug?
