POR pokepads legal after March 27?

my little group is having a debate and we cant find any substantiating ruling on if reprints (specifically POR Pokepads) will be legal on release day or do we have to wait the two week.

    On release day for Perfect Order (March 27th), the Poke Pad cards from Perfect Order will be legal for all Play! Pokemon tournaments such as Challenges, Cups, and Regional Championships.

    Prior to March 27th, any Poke Pads from Perfect Order (obtained during a Prerelease) will not be legal for such events.

    From the Play! Pokemon TCG Tournmament Handbook, Section 4.1.3 Reprinted Cards in the Standard & Expanded Formats: "In addition, provided it meets the criteria above, a newer version of a card that is currently playable in the Standard or Expanded format may be played immediately in that format upon its release."
