If all the villains were to duke it out, who would come out on top?
Giovanni, Archie, Maxie, Cyrus, Ghettis, Lysander, Guzma (I think), Lusamine, Rose, Volo, Turo, and Sada
For each villain, include their full usual team as well as the Legendary(s) (and Ultra Beast) they were trying to get (or had)
If they were to have a full on battle, who would win?
My vote is Volo without a single doubt
His team is already powerful, but including Girantina (with the form change after defeat) and he's unstoppable
I'm not going to put full teams, but I'll include the Legendary Pokémon each one was going for
Giovanni: Mewtwo (as well as Armored Mewtwo)
Archie: Kyogre (upgraded to Primal after remake)
Maxie: Groudon (upgraded to Primal after remake)
Cyrus: Palkia and Dialga
Ghettis: Reshiram, Zekrom, Kyureum, and Black and White Kyureum
Guzma: I don't think he was going for one
Lusamine: I know she was possessed by Nigihlago, so I'll say she has it but I think that's it
Rose: He never even tried to control Eternataus, so I'm not giving it to him (but you can)
Turo: Miraidon (owned it)
Sada: Koraidon (owned it)
Volo: He had Girantina, but he was actually trying to get Arceus, and I said to give them what they were trying to capture. I don't know if I should let him have it or not...
Little thing I realized is that Volo is immune to Turo/Sada's PokéBall lock because they built it to stop modern balls
He uses the old ones, so he wouldn't be effected
And I guarantee that he could easily defeat the two of them
Maybe I overestimate him, but the man is a demon and could destroy all these people

Sada and Turo's Pokeball lock pretty much immediately gets rid of everyone except Volo (if that technology exists, you have to wonder why no other villain even attempts to recreate). Volo would get sucked into Sada's time machine, sending him back to Hisui. Sada and Turo would then turn their time machines on each other, creating a paradox that blips them both out of the timeline. With the Pokelock gone, Cyrus could manipulate space and time to take control of the battlefield. His biggest threats would be Giovanni and Ghettis. Meanwhile, Maxie and Archie are too busy fighting each other to focus on the larger battle. In the end, only one challenger is able to win: Youngster Joey.

Giovanni is there only because he has successfully traveled through dimensions and rules one in another universe (from USUM)

Okay, so… Archie and Maxie combined control earth and sea (which is a lot) but they’d just fight each other and ignore everything else. Cyrus used red chains to try to create a new universe and has Palkia and Dialga therefore can warp space-time which could tear things apart, Charon tried to capture all of Sinnoh’s mythical and legendary Pokèmon and succeeded with multiple of them, Ghetis has Kyerum but compared to space time warping that seems tame, as does the fact that Lysandre has a doomsday weapon but Lysandre also has Xerneas fit life and Yvveltal for death and is a strong Mega user, Guzma would just yell “NOPE” and get the heck outta there so he’s not even a contestant, Lusamine has an entire army of ultra beasts, Rose would also not stick around, Volo has Giratina which is pretty good but if he had to take Palkia and Dialga simultaneously that’s a big no-no, Turo and Sada’s AI’s would literally just defend their time machines with Miraidon and Koraidon, Giovanni has Mewtwo and Team Rocket (as in with Meowth).
Ruled out are Guzma, Rose, Sada, Turo
Possible but unlikely: Giovanni, Archie, Maxie, Ghetis, Lusamine
okay yeah my money’s on these guys being the real threats: Cyrus, Charon, Lysandre, Volo1 -
If we include the legendary they were trying to get, Volo. No one else has a chance. USUM Lusamine, while not as well written, has Ultra Necrozma, and I think that's the only one with a chance of winning. Groudon and Kyogre cause natural disasters, but I don't think they're as big of a deal as Arceus and Ultra Necrozma. If we don't use Pokémon they couldn't get even when they tried their hardest, Giovanni has a good chance of winning thanks to Rainbow Rocket's existence implying he can make other team leaders who won in their world work under him, but Volo still has Giratina. Cyrus poses a small threat thanks to the lake trio, but I don't think he would win. The first one to lose would be Guzma or Rose.
