Virtual Booster Pack Generator: What Algorithm to Apply?

I tried to follow what is expected in booster packs from official Pokémon Support (1) and the Card Drop Rate table for TCG Live (2). However, I encounter many questions that I can't resolve myself, including these below:
- What if a Live player "accidentally" got a pack which has 3 common cards instead of 4? (i.e. neither the 1st card, the 8th card, or the 9th card in the pack is a common card (2)).
- TCGplayer has some more information about the pull rate for most recent expansions (3) (4), but can I trust it? (Maybe not?)
- The major question — The pull rate for Live (2) may be different from the pull rate for the game using physical cards (1) — which one should I apply for my program?
