I know you said Rouge Mega Rayquaza versus Mega Zygarde but these put two Pokémon against each other and you include gimmicks
Plus, I can think of a few ways Rayquaza can win

Ray would win btw Zygarde has to start in 50% and a tie for speed but with both knowing se moves all it would take is a dragon ascent (which triggers mega) and a outrage.
