It is something exclusive to the mobile version of Pokémon home. In the GTS you can offer a Pokémon and specify which Pokémon you want to get back and someone may do that trade for you.

Global Trade Station. You deposit one Pokémon and ask for a specific Pokémon in return (for example, depositing a Lv. 70 Dialga and asking for a Lv. 30-40 Latios in return). Usually people just put in Zigzagoon and Pidgey and asked for Lv. 100 legendaries that would usually be hacked. There were also a ton of people with website names and glitchy profile photos who hacked the game to be able to not only deposit multiple Pokémon, but have shiny versions of every single Pokémon you could possibly search for, sometimes uploaded a million times so you suffer as you try to scroll away and find a doable trade. They usually had things like Zigzagoon and Snivy but you couldn't trade with them because: 1. They usually hacked the game to specify things like "Level: (symbol)" and "Gender: (random button that isn't text), when the game didn't normally allow you to do that" 2. It always crashed the game, without fail.
They're talking about the HOME version though, which has much less hackers and lets you specify which games you want the Pokémon to be able to enter. I just saw an opportunity to talk about one of my favourite features back when the 3DS could connect to the internet and used it.

@Joeybear7 lol, I just looked inside my Pokémon home boxes. I have 3 gouging fires, 2 raging bolts, a blood moon ursaluna, two walking wakes, an ogrepon, a genesect, a shiny Charizard, and a victini.

Also, in the 3DS version (and maybe DS as well, this was introduced as a feature starting in DPPt but I never got to use the real internet with the DS games), you picked which Pokémon you wanted in return from a list of Pokémon registered in your dex, but you could type in the name if it wasn't in your dex. This meant that you could ask for Pokémon that don't exist. I did it once, it was funny.

Yeah I got really good at the GTS back when I did it a lot.
