4th modern Pokemon TCG Game. Don’t understand why I won it

My opponent and I each had 1 prize left. My active is a charizard ex with 270/330 damage on it. Opponent has a drakloak with no damage on it. Opponent had 1 fire and 1 luminous on drakloak, then did not headbutt for 70 damage. Passed turn without attacking. I win.
Is there a rule I don’t understand preventing drakloak from attacking or did my opponent make a mistake?

He probable made a acedent and pressed the end turn button.
