Houndoomex 134 Evil Claw Attack question *please*

I'm having arguments with a friend about the attack Evil Claw. It say "If the defending pokemon is a basic pokemon, it can't attack during your opponents next turn."

Does "attack" mean damage or does it mean whatever the basic does it can't do? The basic can't paralyze me or damage me? Thank you. 🙏

It can't use attacks in general

I think it can use abilities still, no attacks.

i agree you can't use attacks but u can do abilities
