Why are Shiny Koraidon and Miraidon not distributed via Internet or Tera Raids instead of code cards

I don't have any semblance of hope for this getting addressed by the Pokémon Company but asking it regardless as to: why are Shiny Koraidon and Miraidon distributed via code cards instead of the via Internet option or through Tera Raids? I for one don't have any proper distribution of Pokémon in my company for over a decade and had therefore signed up for United States as a region and had been getting my games for that region. To have any hope of accessing these code cards I need to fly out for 8-14 hours (either to United States or Japan as i need a visa for continental Europe ie France) which is obviously not feasible…

They want to get people into stores. Maybe pre-order Z-A while you're there. They handed me a booklet about the game with my codes.
It is unfortunate for people who do not have easy access to stores in their own country, or live in countries where the distribution is not available at all. I doubt there will be many Scarlet and Violet distributions after Z-A launches, but maybe there will be other distributions available to you in the future.

Then there's the scalpers who now seem to be after these codes too.

Many work in groups and the new TCG set released same day as the codes so as they were quing at stupid times to be first they cleared out many stores of these codes 8( This is such a mess. I'm a UK player and normally it'd be via Smyths toys or Game here and its been dead silent on any distribution. Why it was just a raid or wifi i dunno this is terrible.

Trust me I get it.
I waited all day a couple weeks ago, waiting for the Phantasm Flames (I think that's the next expansion name) to be available for pre-order on Pokémon Center. The app had so many people in it it had me in a digital line, waiting to get in. It finally let's me in and they were sold out! It was 1:00 P.M, not even a full day, and they were sold out. I was so upset!

Most likely because of scalpers for the very limited number of codes. Not to mention several other factors
