Can trolls exploit the idling penalty mechanism?

Players shouldn't be penalized for strategic waiting or with "Let's make an ambush!" specially Groundon/etc. give them a warning prompt.
It should be aware that trolls who are stationary or at the base consistently pingin players and spamming "Thanks!" for the whole game. They can exploit/reset the penalty mechanism by circling or moving by inch, thinking that they are smart
