Arceus is a god Pokémon and Hoopa (Unbound) can literally teleport things anywhere no matter what dimension and alt. Correct me if I’m wrong but it can also control legendary Pokémon (Hoopa unbound)

    From what I figure, Arceus is omnipotent. Though Hoopa is extremly powerful, its no where near as powerful as a pokemon that created the world, everything in it, and created the Time and Space pokemon
